FOCUS Reforms

NEWS: On March 6, the Frontier Organization for Cooperation, Unity and Security (FOCUS) announced a series of reforms to its founding charter, which had not been amended since the orgaization's creation nearly two years prior.
The organization's found regions were Carcassonne, Community and the Valley of Peace. Over time, the Valley of Peace became inactive, transitioning to a stronghold and Community's sovereignty transferred to its succesor region Communitas. Accordingly, the charter was amended to 'come into effect upon its ratification' by the regions of Carcassonee, Communitas and FOCUS' newer members Vibonia and The Wellspring.
Originally, the provisions for membership within FOCUS were simply being a frontier, having the unanimous consent of current member regions and ratifying the charter. To prevent future scenarios like what happened with the Valley of Peace and Community, the new charter requires the creation of a plan to transition back to a frontier if a region transitions to a stronghold for security purposes, the maintenance of a World Assembly Delegate, welcome telegram and other measures to increase magnetism. Signatory regions must also not work against the purposes of FOCUS.
Additionally, recognizing the values that frontiers share in the World Assembly (foreign interests, recognition of their regions' player), FOCUS codified in its reforms that the organization would maintain a shared World Assembly policy, where each region would send a representative entitled to one vote on proposals within FOCUS. A majority of votes, for or against, is needed for FOCUS to formulate a collective voting recommendation.
Following events that jeapordized the regional security of The Wellspring, FOCUS also realized the need for an increased level of intraorganizational military cooperation. Therefore, the charter was reformed to codify a 'shared military task force in addition to the member regions' own militaries', where member regions would each assign at least one representative. This 'task force' may be deployed after a majority vote between member regions to 'advance the military goals of the organization'.
Finally, the organization defined its mandate as the advancement of cooperation between frontiers, the promotion of unity among frontiers through advocating frontier-oriented policy in the World Assembly and the dedicationto ensure frontier security by organizing defense measures and dismantling wastelands. This series of revisions demonstrates FOCUS' core mission to unite like-minded frontiers adn maintain peace, collaboration and integration.
